IMO they should simply accept all the new stuff in WvW and balance from the base. The mode is already in need of a revamp so huge, It just make sense to include all the fun stuff: gliding, mounts, etc. Everything in PvE should exist in WvW: anet will need to do heavy balance anyway, trying to keep changes at a minimum haven't helped at all.
You need to do the first mission of the Path of Fire story, which requires level 80. Once you do it once, you will unlock the first mount (the raptor) for use on all of your characters. If you own PoF you can play the first story mission in PoF with a friend who is 80 and you'll get the Raptor. Despite what other people are saying - you do not Players Helping Players. First Mount. Making an alt, boosting it and playing PoF chapter 1 is your best option to get a mount early. Keep in mind you'll want someone to help you though. If you're fresh into this game I doubt you can beat the chapter solo; PoFs difficulty levels are entirely different to Core Tyria's, especially for someone who barely has scratched the surface.

The griffon is the mount I use most (I don't have the skyscale yet) but the springer is the one I miss most when I'm playing other games. I think the jackal has the coolest lore behind it, and the skimmer is the one I find most original. .
